東京都民は都外に旅行をしてもいいの？
2020年7月9日現在、国の見解として、西村康稔経済再生担当相は参院内閣委員会で、感染増について「市中感染が広がっているかどうか分析しなければいけない」と危機感を示した上で、県をまたぐ移動については「自由だが、調子が悪い人は動かないことが大事だ」と発言。
東京都の見解として小池百合子知事は7月4日に不要不急の都外への移動自粛を要請しました。また7月9日に確認された都の新規感染者数が過去最多の224人だったことを明らかにし、「3400件に上るPCR検査を行った上での224人という陽性者ではあるが、感染者数の動向にはさらなる警戒が必要」と発言しています。東京都内の新型コロナウィルスの陽性者がなぜここまで増加してしまったのか。理由のひとつは都内でホストクラブ従業員に向けて無料PCR検査を大規模に進めていることは報道されていますね。
東京都民は今現在都外に旅行をしてもいいのでしょうか？
さて、もう一度タイトルに戻ります。
「東京都民は今現在都外に旅行をしてもいいのでしょうか？」
国の答えはYESです。都の答えは、May be not yet。つまり現在は公の正解がなく、個人の判断にゆだねられている状況です。
私の個人的な見解と行動
実は個人的に、7月下旬には感染状況が落ち着くのではと考え、7月20日から3泊4日で宮古島への旅行を5月の段階で計画していました。
JET STARで格安航空券を予約し、ホテルはやはり状況を鑑みて日が近くなってから手配したいと考え予約していませんでした。
安倍総理は6月18日、総理大臣官邸で記者会見を行ない、6月19日から都道府県をまたぐ移動について全国を対象に緩和すると発表しました。これを受けて私も旅行をするつもりでいました。
しかし小池百合子知事が7月4日都民に対して不要不急の都外への移動自粛を要請したため、旅行について再検討の必要があると考えました。
真っ先に私が知りたいと思ったことは、旅行先の住民の方が東京都からの旅行者をどう考えているのか、歓迎しているのかということです。
ネットで検索すると、東京から沖縄への旅行者に対して感染への警戒心があり歓迎ムードではないというコメントが多く見受けられました。
このことから、結局私は航空会社には申し訳ないと思いながらも、航空券をキャンセルすることに決めました。JET STARへチャットでお問合せをすると、今回は状況を鑑みて6ヵ月有効のクーポンに払い戻しさせてもらえることになりました。
JET STARのホームページには現況に於けるキャンセル料への特別対応については特段記載はしていませんが、個々にこのように対応をしているようです。
もし手配中の旅行のキャンセルを考えている方がいたら、キャンセル料について手配先に一度相談することをおすすめします。但し結果的にキャンセル料が通常通りにかかる可能性があるということが大前提となります。
また私は計画していた旅行をキャンセルしましたが、これが正解というわけではありません。私見ですが自粛警察のようなことはするべきではないと考えます。個人個人がよく考えて行動している人に対して批判する必要はないでしょう。
旅行の判断基準
東京都から都外に旅行をする際は以下の点を一度考えてみてはいかがでしょうか。
●東京都と旅先の感染状況をきちんと把握する。
●自分の感染の可能性を再度考える。
●移動の安全性を確認する。
●旅行先は歓迎ムードか。東京からの旅行者をどのように思っているか。
●旅行先の方に感染させてしまう可能性はないのか。
国と都の見解に差があるとやはりどう行動するべきか迷ってしまいますが、きちんと考えた上で行動したいですね。
東京都の感染者数が落ち着いて、早く迷いなく国内旅行ができる日が来ることを心から願うばかりです。
